Women of all age groups can be seen having different designs of henna made on their hands. Not only on the occasion of marriage, but on the occasion of all festivals viz., Raksha Bandhan, Diwali, Eid, the women try designer henna on their hands.
Henna designers maintain that the rate of applying henna on hands vary from Rs.25 to Rs 2500 depending upon the length and design of the henna.
Missing boy ‘murdered’ in Arnia

JAMMU, Sep 2: A twenty-two-year old boy, who went missing three days ago, was reportedly murdered in Arnia area.
“A missing report of 12th standard boy indentified as Jameel Ahmed, 22, son of Head Constable Mohammad Shafiq posted at Police Workshop of Dogra Hall was lodged at Police Station City following which raids were conducted but he could not be traced,” Shamsher Singh Sambyal, SDPO City (North) said.
He said the boy had an affair with a girl, who is resident of Sangrampur (Arnia) and the couple eloped on August 30.
“The phone call details have given some hints related to their meetings,” he said, adding that police recovered a decomposed body of a boy from a nullah near Sangrampur area of Arnia.
“The parents of the missing boy identified him from his clothes he was wearing,” Sambyal said, adding that the matter is being investigated.
2 love birds commit suicide

DODA, Sep 2: Two love birds allegedly committed suicide by jumping in river Chenab in Marsoo area Doda district today.
Police said that Narinder Kumar, 23, son of Daya Krishan of Kansoo, Kastigarh, Doda along with a 22 year-old girl committed suicide by jumping in river Chenab in Marsoo area Doda district today.
People saw them jumping in Chenab near Marsoo and they informed police
Cops rushed to the spot and recovered two mobile phones without SIMs, a pair of shoe and ladies sandal.
Police has launched search operation and a case has been registered in concerned Police Station. Police is trying to ascertain identity of the girl.
Accident victim succumbs to injuries

JAMMU, Sep 2: An accident victim succumbed to his wounds at the Government Medical College (GMC) hospital today.
The deceased has been identified as Satish Kumar, son of Jagat Ram of Chakroi (RS Pura).
Police said that he was seriously injured after his motorbike was hit by a bus at Chakroi (RS Pura), last evening. He was shifted to the GMC hospital where he succumbed to his wounds later.
The body was later handed over to the family after post-mortem.
A case has been registered in concerned Police Station.
Woman succumbs to burns, 3 hospitalized

JAMMU, Sep 2: A woman succumbed to her burns while a woman and two girls were admitted to the GMC hospital with serious burn injuries.
Police said that Bhanu, resident of Rajouri succumbed to her burns at the GMC hospital today. She sustained burns few days ago and was shifted to the GMC hospital for treatment.
Her condition continued to deteriorate and she succumbed to her burns last night.
The body was later handed over to the family after post-mortem.
In another incident three a woman and two girls suffered serious burns at their Kullah when some unidentified persons torched after sprinkling petrol last night. Trio was sleeping in the Kullah when some unidentified persons torched it after sprinkling petrol, last night.

Suspect held by locals

JAMMU, Sep 2: Inhabitants of Pir Mitha last night caught a suspect from their locality.
Identified as Mukhtiyar Ahmed, son of Abdul Gani Lohar of Gole Pattan, Mahore, he was handed over to police.
He was noticed moving in the area under suspicious circumstances and was caught by the locals and handed over to police for further necessary action.
The inhabitants were angry over the attitude of local police as despite timely information, the concerned SHO not reached the spot along with police team and he reportedly asked the locals to bring him to police station.
The locals brought the matter into the notice of SSP, who assured to look into the matter.

HC quashes selection list of district Doda
JAMMU, Sep 2 (JNF): In a significant judgment, Justice Sunil Hali of Jammu & Kashmir High Court Jammu Wing has decided three writ petitions challenging the selection of Medical Officers in district Doda under National Rural Health Mission (NHRM) and quashed the selection list for the post of Medical Officers under National Rural Health Mission in Doda district.
The three writ petitions filed by aggrieved candidates challenging the selection list on various ground and submitted that petitioners being eligible applied for the post of ISM doctors pursuant to the advertisement notice issued on September 30, 2009. The selection process was to be initiated by the committee constituted by the chairman District Rural Health Society, Deputy Commissioner and pursuant there to private respondents came to be selected on contractual basis under the scheme in Doda district.
In the petition, it has been alleged that the criteria was subsequently changed by the respondents on December 2, 2009 by fixing that weightage to technical qualification 80 points and Viva-Voce 20 points. It was further stated by the petitioner that on the date when interview was conducted, the criteria for making selection was to be disclosed at the time of interview or even before the selection process was initiated. This was not done by the respondents and exorbitant marks were given to private respondents in the interview by changing the merit lastly, the preference was required to be given to those persons, who belong to Blocks for which the posts were advertised.
Justice Sunil Hali, after hearing Advocates Anil Sethi, TK Raina and Veenu Gupta appearing for the petitioners in three different writ petitions whereas Shaista Hakim Deputy AG appearing for the State whereas Advocates Seema Shekhar and Shivani Jalali appearing for the respondents, observed that admittedly earlier criteria was subsequently changed by the respondents by re-fixing weightage to technical qualification 80 marks and Viva-Voce 20 marks. This was informed to the candidates prior to the initiation of selection but on December 2, 2009 it cannot be said that the petitioners are stopped from questioning the criteria.
With these observations court allowed petitions and quashed the impugned selection list for the post of Medical Officer under National Rural Health Mission in Doda district with a further direction to respondent to initiate the process of selection a fresh by giving preference to those who are leaving within the blocks in case of non-availability of the candidates within the blocks, the zone of consideration be extended within district and directed the respondents to complete the process within six weeks from the date a copy of this order is made available to the respondents by the petitioners.

HC permits wife to stay at place of her choice
JAMMU, Sep 2 (JNF): High Court today permitted a woman to stay at her place of choice.
In two petitions filed by one Sat Pal & Others seeking quashment of FIR under section 364 and 34 RPC lodged by the sister of wife of Sat Pal and a habeas corpus petition filed by Kunti Devi sister of Ritu Devi wife of Sat Pal, seeking direction to respondents to produce Ritu Devi in Court as per the she had been kidnapped by her husband Sat Pal and detained in illegal custody against her wishes. Pursuant to orders passed by Court Ritu Devi has been produced in court by Mukesh Kumar Kakkar SDPO East and her statement had been recorded.
According to the statement of Ritu that she was 13 years of age when married to Sat Pal, who was then already married having four children much older in age to her. She stayed with Sat Pal for about six years, but was turned out there from when she took refuge in her parental house. She filed cases in the court but did not get any relief, she therefore started learning stitching and tailoring.
According to Ritu Devi, she was kidnapped by Sat Pal and his associates in the year 2005 and was gang-raped. She was again abducted for the second time in 2009 at the instance of her husband and remained in illegal custody of her husband and his associates for over a period of thirteen months, during which period she was repeatedly raped by Sat Pal’s associates. She alleged that all this have happened with the connivance of her husband.
It was further alleged that in her earlier statement under section 164 CrPC is stated to have been got recorded under threat and coercion. Having been gang-raped during the period of abduction at the instance of the Sat Pal, she stated to have become pregnant but would not know as to whose child was she carrying. She expressed her desire to live with her sister Kunti Devi.
Justice JP Singh of Jammu & Kashmir High Court Jammu Wing, after hearing Advocate JP Gandhi for Sat Pal & others whereas Advocate RP Sapolia appearing for the Kunti Devi and AAG Gagan Basotra appearing for the state, observed that court do not find any ground to scuttle the investigation in FIR number 74 of 2009 at this stage for there is no conclusive material on records to accept as true the case projected by the petitioners seeking quashment of FIR particularly in view of statement of Ritu Devi in Court involving the petitioner and others in the commission of serious offences and dismissed the petition of Sat Pal & others.
However, Justice JP Singh, in a petition filed by Kunti Devi, observed that in view of the statement by Ritu Devi in Court that she had been illegally detained by her husband and his associates, who had ravished her causing trauma and tension during the period of abduction. This habeas corpus petition needs to be allowed permitting Ritu to stay at a place of her choice, so as to protect her fundamental rights to life and personal liberty and allowed the habeas corpus petition leaving Ritu Devi free to live and reside with Kunti Devi her sister.
Court also directed SSP Jammu to see that FIR number 74 of 2009 registered at Police Station Bahu Fort Jammu was properly investigated with reasonable dispatch and also further directed to ensure that none interferes with Ritu Devi’s personal liberty or causes her harassment in any manner whatsoever during her stay with Kunti Devi, Court ordered.
Janmashtami celebrated in J&K with religious fervour
JAMMU, Sept 2: The festival of Janamashtami, which marks the birth of Lord Krishna, was celebrated with traditional gaiety and religious fervour across Jammu and Kashmir today, especially in the winter capital Jammu which is known for its temples.
Temples in entire Jammu city were decorated with flowers and colourful lights on the occasion. People observed fasts and shops sold foods especially prepared for the occasion.
Officials sources said that in the wake of Janmashtami celebrations, security in this winter capital has been tightened as thousands of people are visiting various temples of the city, tight security arrangements have been made around the religious places to avoid any untoward incident besides inconvenience to the visitors. He said additional troops, including CRPF, Punjab Police and Haryana Police have been deployed at various places to keep a check on anti-social and anti-national elements to disrupt their nefarious designs.Meanwhile, thousands of devotees thronged various temples of the city early morning and paid obeisance. The religious places in this 'City of Temples' wore an elegant look as they were decorated with lights, buntings and flowers, especially the famous Radha-Krishna temple, Shri Ram Mandir and Raghunath Temple.
Similarly, to celebrate Shri Krishan Janamashtami, various programmes were organised in Kathua, Udhampur, Poonch, Rajouri and other districts of Jammu Province.
PK demands to enhance relief for KP

JAMMU, Sept 2: Panun Kashmir (PK) dismissed the proposition of some Kashmiri Pandits groups especially AIKS of so called political empowerment. The slogan of political empowerment coined by AIKS stands rejected by the displaced KP community for the reason of political bankruptcy and negating the reason of exclusion, rejection of co- existence, genocide and apartheid the KP have faced.
This was stated by Dr. Agnishekhar, Convenor PK while addressing the Political Affairs Committee of PK, here today. He appealed to KP Community and other Socio–political groups of community to remain steadfast in their resolve at this critical juncture of history and ignore the elements who are bent upon to cash on the miseries of the Community for their personal political empowerment or ambitions. Committee took a serious note of the partisan attitude of present day govt. who have neglected and abandoned Kashmiri Pandits. The example of this partisian attitude is curtailing the scale of ration from 50 Kg to 20 Kgs for KPs.
Meager increase of Rs. 250 in relief was a cruel joke on the community was just rubbing salt into their wounds. PK demonstrated against the meager increase of cash relief in view of the immense suffering the Community is facing. PK asked the State and Central Govt. to immediately enhance the relief to Rs. 12,000 per month for Kashmiri Pandit community.
Diabetes India to organize a seminar on tomorrow

Dr. S.M. Sadikot, President "Diabetes India" and Vice President."International Diabetes Federation" (IDF) will be specially arriving in Jammu for the occasion. Dr. Jitendra Singh said that it was in humble recognition of some of the pioneering research data on Diabetes published by him and his team in the last 20 years that Jammu had today prominently emerged on the world map of Diabetes and also chosen as a venue for such a prestigious conference. Dr. Jitendra Singh also pointed to the rising incidence of Diabetes in North India and said that even in and around Jammu the prevalence of Type 2 Diabetes was upto 15% while Gestational Diabetes of Pregnancy was upto 6 to 8%.
The other famous diabetes from across the country are Dr. Prasanna Kumar from Bengaluru, Dr. Vijay Vishwanathan from Chennai, Dr, Jamal Ahmad from Aligarh Muslim University, Dr. Sarita Bajaj from Allahabad, Dr. S.K. Army conducts relief, rescue operation in Leh

UDHAMPUR , Sept 2: First time in the history, the ladakh region witnessed, of unprecedented rains and cloudburst. Due to the nature of the terrain which lacks vegetation, it triggered mudslides, flash floods and landslides gushing down from the mountains onto Leh town and villages, including Leh garrison, leading to large scale destruction and loss of lives. Instead if this army suffered 26 fatal casualties, nine other ranks are still missing.
Numerous culverts and bridges were washed away on the various road stretches along Zozila- Leh and Leh Manali axes and other link roads. At number of places large stretches of roads were breached by fast flowing rivers / nalas. Engineer Regiments of Army and task forces of Project HIMANK were employed for repair and restoration of the damaged road communication network. Due to the untiring efforts, National Highway ID was made operational on 13 August 2010 by launching six bridges and three diversions. Road Leh- Manali was also made operational on August 15, 2010 by launching three bridges and creating diversion via Karu- Mahe Debring. In all 15 bridges have been launched till date including on the link roads where work is still under progress. The habitat, store shelters and office complexes at number of locations have been destroyed / badly damaged.
As part of Op Cloud Burst, on an average 30 Army columns per day were employed in aid to civil administration for rescue operations. Army dogs, engineer plant equipment, army communication equipment and medical teams were extensively employed for rescue of people in affected areas. Army Aviation and Indian Air Force helicopters were pressed into service for evacuation of stranded passengers including foreign tourists.
Ten relief camps were established by the Army at various locations. Mobile detachments carrying food and water were sent to affected areas. 16 major and 137 minor surgeries were carried out on civil patients by 153 General Hospital. Summary of relief provided to affected population is attached at Appendix.
As the phase of restoration of lines of communication and clearing of debris draws to a close, the enormity of devastation becomes even more evident. Though full recovery from disaster will take time, the Army is committed to convert this calamity into an opportunity by playing an active role in rehabilitation activities for the people of Ladakh and developing our camps / posts that have suffered extensive damage, into model localities.
The Chief Secretary, J&K described the entire Op Cloud Burst as Magical response by the Army. The villagers around Leh were very grateful that despite suffering heavy losses itself and recovering from the shock, the Army Jawan extended timely help in rescue and rehabilitation operations.
KD demands reopen SMS Services

JAMMU SEPT 2: Kranti Dal (KD), Youth President, Samarjeet Singh held a protest against the non-availability of SMS services in the Jammu City for the last many months. He said that the situation is bad only in Kashmir Valley while the situation in the Jammu is totally peaceful and the people are living here peacefully.

FVO alleges negligence of PHE deptt

JAMMU, Sep 2: Expressing serious concern over the outbreak of diarrhea in Doda and its adjoining villages, chairman of Faridia Volunteer Organization (FVO) alleged gross negligence of Public Health Engineering authorities which has resulted in the suffering of people from deadly diseases.
According to the handout issued here today Chairman of Organization Mohammad Bashir Zargar expressed sympathies with the suffering and demanded compensation to the deceased victims.
Zargar alleged that majority of water sources in Doda and contaminated and people are deprived of basic health facilities and non availability of doctors and paramedical staff another life saving drugs in district hospital Doda. He further criticized the visit of Health Minister to Doda who failed to deliver the basic facilities to the people of this district as per their needs.
KPPF urges govt to review decision of sacking of Saroori

VC Gujjar Board denies allegation

SRINAGAR, Sep 2: The Jammu and Kashmir State Advisory Board for Development of Gujjars and Bakerwals has denied the allegations levelled by leaders of All J&K ST/SC Students’ Federation against the working of the Board.
Reacting to a press conference reported by different news papers on 1st of September regarding delay in construction of PG Hostel for Gujjars students and other related issues , a senior Official of Board today denied the allegation leveled against Vice Chairman and said that all the charges are baseless, fabricated and politically motivated aimed to tarnish the image of young and dynamic Gujjar leader Ch. Bahir Naz.
He clarified that government is committed to construct PG Hostels for Gujjar students in State capitals. Quoting Ch Bashir Naz the official said that he (NAZ) in his capacity of Boards Vice Chairman had made a commitment of construction of PG Hostel for Gujjars in Jammu in a social gathering organized by Tribal Research and Cultural Foundation –a frontal organization of Gujjars held at Press Club last month and VC is vigorously perusing this matter with state government.
The Official said Vice Chairman has expressed deep anguish and pain on the baseless and wild accusation against his person while seeking unconditional apology form the organisation and maligning his integrity and reputation.
Meanwhile various Gujjar organisations hailed the working of Gujjar Board and its Vice Chairman . In a letter to Ch. Bashir Naz Vice Chairman Gujjar Board, Dr. Javaid Rahi Secretary of Tribal Foundation said that during last few months the Gujjar Board had done a basic work in reviving and streamlining the Gujjar Hostel, Gujjar Culture besides had have key role in expediting the developmental works in tribal areas.
JKPM supports Geelani’s preconditions for peace

JAMMU, Sept 2: Extending full support to the five point demands laid down by Syed Ali Geelani, the Jammu and Kashmir People’s Movement (JKPM) has urged the Government of India to take immediate measure to fulfill the conditions of veteran freedom leader to demonstrate its sincerity to find out a peaceful resolution to the Kashmir dispute.
Speaking at a JKPM working committee meeting at Rajouri, the senior APHC leader and the Chairman of JKPM Ghulam Ahmed Mir claimed that India would have to end the ongoing oppression across Kashmir if it wants APHC leadership to review the current wave of mass agitations. Expressing serious doubts about the dialogue offer made by the Union Home Minister, the JKPM asked as what was wrong in accepting the Jammu and Kashmir as a dispute by India. He said the Jammu and Kashmir is an internationally accepted dispute and India has agreed to it in principal. Mir said whenever Kashmiris take to the streets to draw the attention of the world community, India starts talking about dialogue process with the Kashmiri leadership. But as soon as normalcy returns to Kashmir the same leadership representing the wishes and aspirations of the people becomes irrelevant for India. G A Mir reminded that Dr Manmohan Singh, who is talking about the dialogue process, had described APHC leadership as irrelevant on his visit to Srinagar after 2008 election.
The JKPM supremo said the graph of HR violations cannot be brought down without the withdrawal of security forces and revocation of draconian laws from Jammu and Kashmir. He said heavy concentration of security forces enjoying legal cover under the black laws was the major cause of HR violations in Jammu and Kashmir. He said sixty five innocent unarmed people mostly children would not have fallen to the bullets had India taken steps to reign in forces.
He also urged Prime Minister Dr Manmohan Singh to ensure that the killers of innocent people would be brought to justice and all political prisoners in Kashmir would be released immediately. He said Indian leadership would have to take some bold steps to bring Kashmiris back from the path of agitation to the table of dialogue.
The working committed meeting was also addressed by several other senior leaders of the party.
Fervour marks Janamashtami celebrations

JAMMU, Sept 2: The festival of Shri Krishan Janmashtami, the birth anniversary of Lord Krishna was celebrated with fervour and gaiety in different parts of Jammu on Thursday.
Panch Mandir working committee in Sector 2 of Chhanni Himmat too celebrated the festival in a traditional manner by decorating the temple premises with flowers and colourful lights.
Special Pooja was performed by devotees and the prayers continued till midnight.
Meanwhile Panch Mandir working committee was expanded by three-member elected committee comprising Col (Retd) Karan Singh, Parveen Gupta and R N Sharma to 14 members.
New members included Ashok Handa, Inder Mohan Gupta, JP Kesar, Jatinder Aul, Jagdish Shastri, KP Rana, BK Sharma, Dr O P Gupta, Madan Mohan Gupta, Bhumi Chand Sharma and P L Kohli.
300-yr-old Radha-Krishna temple in Jammu in shambles
JAMMU, Sep 2 (UNI) As the festival of Janmashtami is being celebrated with religious fervour and enthusiasm across the country today, a historical Radha-Krishna temple in this winter capital, which is second rarest temple of its kind in Northern India, is craving for attention due to its pathetic condition.
Built some three-centuries ago by the Maharajas of Jammu, the historic temple is believed to be second in the northern India, first being in Mathura, where an idol of Rukmani (Lord Krishna’s wife) has been placed with the idols of Lord Krishna and Radha.
Though the festival of Janamashtami was celebrated with fervour across the country and temples were illuminated with lights and decorated with buntings and flowers, the historical Radha-Krishna temple is seeking immediate attention from the government and its caretakers.
"The temple was constructed during Maharajas' time, some 300 years ago but it is unfortunate that today nobody bothers to preserve our history," Suram Chand, a resident told UNI.
"Nobody is taking care of the dying heritage despite the temple being under the Dharamarth Trust, which manages affairs of many other religious spots in the city," he said.
However, the residents of the locality around the temple believe that Maharani Charkan, wife of Maharaja Pratap Singh, after taking bath in river Suryaputri, used to offer prayers at this temple.
"We wanted to pray and offer prayers at the temple on the occasion of Janamashtami but it is sad when we found the temple closed in the morning," Usha Kumari, another resident lamented.
She said people throng Radha-Krishna temples on Janamashtami to pay obeisance but the temple despite being a rarest, is closed on such an auspicious occasion.
"Surrounded by bushes, grass and trees, condition of the building housing the temple is deteriorating day by day with no body bothering to preserve the rare heritage," she said.
The woman, however, alleged that due to an internal bickering and dispute among the trust members the temple had not got any attention for many decades.
The Maharajas of Jammu had constructed five temples namely Radha Krishna (Pakki Dhakki), Laxmi Narayan (Panjtirthi), Gada Dhari (Dewana Mandir) and two temples of Lord Shiva near Peerkho 300 years ago.
J&K SFC makes Rs 21 cr profit during current fiscal year
SRINAGAR, Sep 2 (UNI): Jammu and Kashmir State Financial Corporation (SFC) has earned a profit of Rs 21 crore during the current financial year.
An official spokesman said here today this information was given at 223rd Board of Directors meeting of the SFC, which was held here yesterday and chaired by Minister for Finance and Ladakh Affairs Abdul Rahim Rather in chair.
The Board of Directors appreciated the efforts of the Corporation in expediting the recovery of loans. It was told that the Corporation has recovered a profit of Rs 21 crore during the current fiscal year.
The Board emphasised the need for updating the audit accounts of corporation and also suggested that the management should ensure clearing of backlog by mid 2011.
The Finance Minister advised the management to explore concessional funding options necessary for development of Micro, Small and Medium Enterprise (MSME) sector in the state.
The Board of Directors also suggested the management to decentralise the powers of the corporation so that hassle free and speedy loan facility is provided to the people at their door-steps.
The Board of Directors also appreciated the magnanimity of Small Industries Development Board of India (SIDBI) for offering interest waiver of Rs 39.86 crore and principle amount of Rs 7.14 crore and desired the Board must take further steps to make the Corporation a viable and sound institution in the state.
