DC Poonch attaches 5 govt employees for MCC violation

Writes to Jammu DC for action against 4 more employees campaigning in Mandi

JAMMU, Dec 1: Five government employees in Poonch have been attached by the Deputy Commissioner Poonch, who is also acting as the district panchayat election officer for violating the Model Code of Conduct and Representation of Peoples Act, following two complaints received by him.
Sources said that the five employees have been accused of actively participating in the political campaigning for ShehnazGanai who is independently contesting in the ongoing polls for District Development Councils from Mandi. Four other employees posted outside Poonch have also been named in the complaint.
The three suspended employees have been identified as Mohammed Muzaffar, a teacher posted in Sathra, Abdul Hamid, a teacher posted in Azamabad and Shana Begum Anganwadi worker ICDS Mandi.
The Deputy Commissioner Poonch Rahul Yadav received a complaint from an independent candidate from Mandi constituency who has alleged that seven employees of different government departments were participating in political related activities apart from the three attached employees.
The other four have been identified as Dr Jahan Ara Ganai, consultant in Bishnoi hospital, Dr ShaistaGanai posted at CMO office Jammu, Anjum Ara in-charge CDPO migrant camp Jammu and Dr Imran Ganai. The four are said to be siblings of Shahnaz Ganai, independent candidate and former MLC.
Dr Jahan Ara’s name figures in yet another complaint lodged by the District Secretary Poonch of National Conference a few days prior to the latest complaint. Three other employees accused of MCC violation were Mohd. Saleem, RET teacher, Mandi, Mohd. Shafi, teacher Sawjian and Shana Begum. All the Poonch based employees have been attached.
Based on these two complaints, in two separate communications to the district Panchayat election officer Jammu, dated November 25 and November 28, 2020 respectively, the Deputy Commissioner Poonch, Rahul Yadav, has requested to enquire and take action in the conduct of these four employees – Dr Jahan Ara Ganai, Dr ShaistaGanai, Anjum Ara and Imran Ganai.
In his letter, Yadav has submitted that a government employee is expected to remain neutral during election and the active participation of government employee in political activities is against the Model Code of Conduct and the Representation of Peoples Act.
The communication also mentions that while the three employees including Mohammed Muzaffar, Abdul Hamid and Shana Begum have all have been attached in DC office Poonch it also mentions that assistant commissioner Poonch will enquire into the matter and submit a detailed report at the earliest.
Several other complaints were received from Mandi constituency. A video of a JK Bank employee, Sajjad Ahmed, moving around in a vehicle carrying election campaigning material of Shahnaz Ganai was also in circulation.
The same allegations were also made by Ajaz Ahmed Jan, ex-MLA from Poonch Haveli constituency who said that government employees should not participate in elections. “If they want to participate, they should first resign from their jobs and do whatever they want to do.” He alleged that JK Bank employee was campaigning for Ganai in Mandi.
"They are using whole machinery of BJP. Internally she is BJP's candidate but publicly she is showing that she's contesting independently. Many departments are involved with them, whole this mess we expose on time," Ajaz alleged.
