Poonch, Rajouri unmarked graves
Ensure DGP’s report, SHRC directs CPO

SRINAGAR, Jul 3: The State Human Rights Commission (SHRC) has asked the Chief Prosecuting Officer of the Commission to ensure submission of a report from DGP of the state regarding the unmarked graves in Poonch and Rajouri by o before August 7, when the commission will hear the case again.
Widening its investigation to more than 3,800 unmarked graves in Poonch and Rajouri districts, the SHRC had last year in September directed the state government to constitute an “independent, duly representative, credible, structured and fully empowered” body to
“investigate and identify the people buried in unmarked graves and to prosecute the perpetrators.”
The order had come in the back drop of a rejoined submitted by Association of Parents of Disappeared Persons (APDP) and the International People Tribunal for Human Rights and Justice in Kashmir (IPTK), listing at least 2,717 graves in 90 graveyards in Poonch and
1,127 graves in 118 cemeteries in Rajouri. “As reported by the office, reports have been received from the Under Secretary to the Government, Home Department and the DM, Poonch.
Copies of the reports be provided to the complainant for rejoinder, if he so chooses,” reads SHRC’s today’s order.
The according to Commission’s today’s order has submitted that the DGP will perhaps file a separate report and the one submitted by the Under Secretary to the Government, Home Department be not taken as a report on his behalf. “CPO is directed to ensure the submission of the report from the DGP by or before the next date. DC, Rajouri has not yet
responded. The Secretary will address a D.O. to him impressing upon him to submit the report positively before the next date considering the gravity and seriousness of the matter.”
APDP and IPTK had first published these findings in 2008 in a report titles ‘Facts Underground.’ The next date of hearing in the matter has been fixed on August 7.
