Illegal appointment scandal in health dept

SRINAGAR, July 9: Cracking the whip on fake and illegal appointees in health and medical education department, the government today attached seven officers including deputy director schemes Kashmir.
A full-fledged enquiry has been ordered in illegal appointment scandal in the health department of Jammu and state.
Starting action from district Anantnag, the government today ordered attachment of Dr. Nazir Ahmad Hakim, Deputy Director (Schemes), Kashmir, Dr. A. R. Matoo, in charge Deputy Chief Medical Officer (CMO) Anantnag, Dr. Altaf Beigh, CMO, Kulgam, Dr. G. M. Shaksaz, Medical Superintendent JLNM Hospital, Srinagar, Dr. Bashir Ahmed Najar, BMO, Larnoo, Dr. Gowhar Abbass, BMO, Mattan and Dr. Iqbal Bichoo (CMO’s Office Anantnag).
According to M K Diwedi, the secretary Health and Medical Education department, action has been taken after a preliminary enquiry report of complaints regarding fake and illegal appointments in the department in district Anantnag was submitted by Dr Saleem-ur-Rehman,
director health services Kashmir.
“These complaints were examined by the Director, Health Services, and Kashmir through a Committee. Dr Rehman, after verification, submitted a preliminary fact finding report which prima-facie establishes large number of fake appointments made by certain officers/officials,” Diwedi told Kashmir Times.
He added that government has ordered a detailed in-depth enquiry in the matter by a team headed by Syed Iftikhar-ul-Hassnain, Special Secretary to Government Health and Medical Education Department. “The list of junior officials involved in these illegal appointments
has already been sent to Dr Rehman for similar necessary action. These officers have been attached to Directorate of Health Services and are being charge sheeted. Further Director, Health Services, Kashmir has been asked to enquire into all such complaints in matter of other districts as well and submit a report to the Government,” the secretary health and medical education added.
According to Diwedi, Minister for Health, Floriculture and Horticulture Sham Lal Sharma has directed for stern action against all the erring officers and junior officials and also the beneficiaries of fake appointments after detailed enquiry into all such allegations.
The secretary health and medical education opines: “It is just like an epidemic. I think there are some 150 to 200 illegal appointments in every district of Kashmir.”
Diwedi said that similar reports of other district have been sought from the director health services Kashmir. “We have even asked director Jammu to submit a preliminary report on illegal appointments from 10 districts of Jammu province,” he added.
Official sources disclosed that not only salaries but arrears have been drawn against all such illegal appointments and even in almost 99 per cent of such cases service books have been made available to the fake and illegal appointees.
Asked about the future course of action, Diwedi said: “We will have to follow the standard procedure which includes recovery of losses to state exchequer besides registration of criminal cases against the culprits.”
When asked about the number of illegal appointment that have surfaced after preliminary enquiry in district Anantnag, the secretary and health and medical education department said: “There are some 150 illegal appointments in district Anantnag. Similarly there are some 50 illegal appointments in Beerwah block of district Budgam and similar number is reported from district Pulwama.”
Sources in the department said that a similar enquiry for Budgam and Pulwama is in offing. These two districts will be followed by district Baramulla, sources said.
