Panches threaten to boycott MLC polls

POONCH, July 9: Panches and Sarpanches of Poonch today threatened to boycott Member Legislative Council (MLC) elections if powers were not given to Panchayats.
Addressing a one day convention organised here today, Panches and Sarpanches of Poonch district today decided not participate in MLC elections if the candidates nominated for MLC elections are not among the elected Panches or Sarpanches.
Terming state government’s claims to have empowered Panchayats as hoax, Sarpanches and Panches today protested against Omar Abdullah led present regime. Under the banner of Panches and Sarpanches Association Poonch more than twelve hundred Panches and Sarpanches, irrespective of party affiliations, today assembled at Krishan Chander Park and protested against state government under the leadership of six Block President of Panches and Sarpanches Association Poonch.
The protestors were demanding 73rd Amendment of Indian constitution and implementation of Jammu and Kashmir Panchayat Act and to give honorarium to Panches and Sarpanches. They alleged that state government had issued an order from GAD department to give powers to Panchayats but the fact is that the drawing and disbursing powers which were with Sarpanches in 2001 are not available to them.
Nissar Hussain Shah, President Panches and Sarpanches Association, Block Mandi demanded planning of all 14 departments by Panchayat. He further demanded that the state government must implement pro people laws of government of India and grants of Rs 5 lakh per Panchayat on the pattern of MLAs and MLCs.
Sarpanches, during convention, demanded release of payments of MGNREGA in all six blocks of Poonch district. Highlighting the issue of discrimination with Poonch, Sarpanches alleged that in Kashmir Panchayats has power to issue 75 cases of IAY (Indra Ayas Yojna) in their Panchayats while in Poonch they had powers of issuing only one full and one partial case of IAY.
Others who addressed convention included Choudary Abdul Gani President Haveli Block, Ayub Shabnum President Surankote block,Choudary Showkat Hussain President Mendhar Block, Shafiq Ahmed Khan President Balakot block, Khalid Mugal President Bufliaz Block, Shamim Dar and Taj Mir.
Later, a peaceful protest march was held in Poonch which started from Krishan Chander Park and after passing Bus Stand, Khakhanawan and Purani Poonch, culminated at Deputy Commissioner’s office Poonch.
Presidents of all six blocks also gave a memorandum to Deputy Commissioner Poonch which was further sent to state government.
