Fury of rains
First Monsoon shower exposes lack of preparedness of civic bodies
The very first Monsoon shower exposed the lack of preparedness on the part of Jammu Municipal Corporation and other civic bodies in the winter capital city and its adjoining areas. As was being anticipated earlier, the slapdash approach of the civic bodies vis-à-vis clearance of choked drains, nallahs, dilly-dallying tactics in the process of laying of sewerage pipes wreaked havoc all across Jammu city and its outskirts particularly low lying areas which all witnessed water-logging thus causing great inconvenience to the residents and shopkeepers of those localities. Though there’s nothing unusual as both the rainy season and the subsequent inconvenience, damages caused by it are an annual phenomenon yet the sloppy approach of civic bodies vis-à-vis their preparedness to tackle fury of Monsoon adds to the sufferings of people. Overflowing water along with garbage out of choked sewers not only turned roads, lanes, by-lanes into small rivulets particularly in low-lying areas but also entered the houses and shops in different parts of the winter capital city and its outskirts, causing lot of damage. At many places, the gushing water oozing out of choked big drains led to the collapse of protection walls as well. Yet another major factor responsible for this annual menace is the unplanned development and construction of houses encroaching the nallahs and river-beds under the nose of the authorities which shoulder the responsibility to check these illegal practices. In fact, this cannot be possible without the active connivance of the helmsmen of the rural and urban civic bodies and other related departments. Obviously the swollen nallahs need to have some outlet. Yet the most important factor is elusive administrative preparedness to tackle the fury of Monsoon and lessen its impact. After all, it’s only the preparedness on the part of authorities concerned and well-planned disaster management system in place which make all the difference.
