Upliftment of poor-when?

My views are in reference to the news item published in various newspapers of the state under the heading "BDC Poll after CC Meet: Soz". Prof. Saif-ud-Din Soz former Union Minister and president of the J&K Congress Committee had informed about the Co-ordination Committee meet to discuss the issue of 73 Amendment for the Panchayati Raj Act.
Union had already demanded a meet of the Co-ordination Committee at the earliest through news papers. Union once again reminded Prof. Saif-ud-Din in a hurriedly called meeting of the executive body under the leadership of Abdul Majid Malik, president of the union, to take up the issue of Reservation for State OBCs under Para 95 of the Apex Court's Judgment of 1992 over Mandal report. The formula spoke of the Horizontal Reservation in which there is no loss of due share of any category including RBA and ALC. In my humble opinion state OBCs requires practical work instead of "Usual Statements by the political leaders over the commitment for the upliftment of the poor". Article 370 does not put any hurdle before the implementation of the Apex Court's Judgment in the state. It is my appeal to the coalition partners to change their mind set for the State OBCs for the natural flow of justice for them.
