Agriculture Deptt in a mess, posts lie vacant

SRINAGAR, July 29: The Agriculture Department having already earned bad name for sub-standard fertilizers and weedicides scams, is under scanner for the non-fulfillment of vacancies as well. Apparently a lot of posts are lying vacant in the Agriculture Department along with the allegations fuelling that some favorite officials are holding multiple charges within the department. This has gone unchecked for many years now
Official sources told Kashmir Times that one of the officials is holding the charges of Deputy Director, Joint Director and also Director Enforcement Wing with none of these vacancies having been advertised for selection over last few years.
The posts of Chief Agriculture Officer which are supposedly separate for each district are being handled by the same person for the districts of Budgam, Kupwara and Srinagar.
An official wishing anonymity told KT that the management as well as the operations in the Agriculture Department stand marred due to the favoritism and heedless attitude of authorities.
Sources further reveal that several junior agriculture assistants and other junior level employees are even delegated the functions of Chief Agriculture Officers. Furthermore, in order to facilitate the departmental promotions, there has been no Departmental Promotion Committee (DPC) constituted.
All these disclosures come at a time when the Department is in news for all wrong reasons especially for the sub-standard fertilizers scam which it has failed to check and thereby angered the farmer community as well.
“Any misdoings within the Agriculture Department will have a direct bearing on the agro economy in turn affecting the farmers. The way with which the sub-standard fertilizers sale and usage were allowed for an extended period of time by the Agriculture Department testifies to the mismanagement which is rotting it,” an official on the conditions of anonymity said.
Meanwhile, State Agriculture Minister, Ghulam Hassan Mir when contacted admitted that there are a huge number of vacant posts in the Agriculture Department due to the non-clearance of the Agriculture Policy by the State High Court which has led to stagnation in terms of filling the vacancies in the department.
