PIL against traffic jams in Jammu
DB directs respondents to file response within 4 weeks
JAMMU, Aug 3 (JNF): A Public Interest Litigation (PIL) has been filed in a Jammu court against frequent traffic jams in this winter capital of the state due to digging of roads.
The PIL was filed by Advocates Ashok Sharma and Deepak Singh Baloria yesterday.
It has been submitted that problems are being faced by the common public due to digging of the roads and unattended completion of work resulting in consistent traffic jams.
'The traffic jams due to digging of roads causing hardships to the public in commuting from one place to another besides disrupting normal routine,' the PIL said adding that huge amount has been invested with no accountability in the projects anywhere thus causing great loss to the state exchequer over a period of more than five years which has been hampering the growth and development of the state.
The PIL prayed before the court to supervise the conception, execution and completion of the sewerage project by constitution of a committee to assist the Court in reaching a decision in order to avoid 'misappropriation' of funds meant for the scheme.
Division Bench of State High Court comprising Chief Justice MM Kumar and Justice Hasnain Massodi today directed state-respondents to file their response within four weeks from today.
Division Bench issued notice to respondents. Deputy AG BR Chandan accepted notice on behalf of state respondents whereas ASGI KK Pangotra accepted notice on behalf of Union of India. While issuing notice, Division Bench observed that as the matter pertains to completion of sewerage work which has resulted in digging up of roads, traffic jams and health hazards to the general public, it would be desirable that the respondents should file their response within four weeks’ from today, with a copy in advance to the counsel for the petitioners.
In the PIL it has been further prayed before the court to supervise the conception, execution and completion of the sewerage project by constitution of a committee of persons of integrity including experts to assist the court in reaching a just decision in order to avoid mis-utilization of funds meant for the scheme.
