| | Youth Cong’s 7-days ultimatum to Omar | | ‘Empower Panchayats or face stir’ | | SRINAGAR, Aug 7: Claiming to have the backing of party high command, Youth Congress today gave a seven days ultimatum to chief minister Omar Abdullah to implement 73rd and 74th amendments of Indian constitution related to Panchayati Raj in the state or face an agitation. The ultimatum was given at a joint press conference here by Secretary Indian Youth Congress and Kashmir incharge, Chetan Pratap Singh and J&K youth Congress president Mohammad Shahnawaz Choudhary. “From August 9 onwards, a district level memorandum campaign would be started against the state government. The memorandums would be given to all the deputy commissioners to implement the Panchayat Raj act in true sprit,” said Shahnawaz. The youth president said that party high command is supporting their programme. “During the recently concluded delegate session in Srinagar, in which all the senior leaders of JKPCC and some leaders of party high command were present, a resolution was passed that 73rd and 74th amendments should be implemented in state Panchayat Raj act without any further delay. Unfortunately the chief minister and rural development minister took our resolution lightly and made no serious efforts to implement the amendments,” he said. Shahnawaz also stated that incase the state government continued to persist with its rigid attitude, the youth Congress leaders will take to streets and will raise voice against the unresponsive attitude of the state government. The youth president also said that their coalition partner, National Conference, is showing a rigid attitude over implementation of 73rd and 74th amendments. Chetan Partap Singh said the feedback which he received from local Congressmen about the functioning of Panchayat are not satisfactory. He said it is an irony that despite several requests by Congress party to Chief Minister and Rural Development Minister the amendments are yet to be implemented. The Kashmir incharge also said it is important to implement the amendments to empower the Panchayat and give ample powers to Sarpanches and Panches in their process of planning, execution and implementation. The Kashmir incharge also said that central youth high command is also fully backing the state youth Congress for the demand to extend the tenure of Sarpanches and Panches to six years. “When MLAs have six years turn in the state, why not Sarpanches and Panches, who are also connected and answerable to people,” he said. The other leaders of the party who were present included PYC vice president Pranav Shagotra, Gen Secretary PYC Manjeet Singh Jatt, LYC president Srinagar, Aamir Rasool, PYC General Secretary Abid Kashmiri, and LYC president Ladakh Reyaz Ahmad Khan. |
