| | Master plan violations in J&K | | Rising needs of housing in urban towns falling short of expectations | | | Jammu and Kashmir government appears to have lost track of the provisions that have been created in the master plans for the two capital cities, where construction of houses and development of new colonies besides commercialization of residential areas are not being adhered to. In fact some of the areas that have been declared as green zones have continued to witness violations so far as construction of houses and commercial complexes is concerned by the influential persons. The poor people, who own small land holdings are facing difficulties because they are not allowed to go in for new construction due to rising demands of the families. They are the worst victims of green zone phenomenon because they have nowhere else to go at this stage due to economic reason and they have no other alternative than add few rooms in the existing houses for their needs. Their representatives to the concerned authorities did not have the desired effect as there is no provision in the master plan to change the land use in their areas. On the other hand, the case is totally opposite to this phenomenon in Jammu where colonizers are having a field day so far as commercialization of residential areas is concerned besides the development of new colonies is concerned. The colonies are being carved out in areas close to forests but have been designated as barren or Kandi. Unfortunately, the master plans have failed to regulate the growth of capital cities and other towns where demand for housing has been on the increase due to trans-migration of population from villages to small towns and then bigger cities is taking place at high-speed. The regulated growth of all the major towns is totally missing and that is the reason why new colonies are coming in a haphazard manner causing inconvenience to the residents as they are bereft of basic amenities. The government needs to formulate a comprehensive plan keeping in view the needs of the people in future. |
