Power to disqualify MPs and MLAs

Dear Editor,

It refers to justified BJP demand for giving power to disqualify Parliamentarians and members of State Legislatures to Election Commission by snatching it from chairpersons of respective Houses. Speakers of Lok Sabha and State Legislative Assemblies are elected by open voting where it is but natural that persons from ruling party/alliance are elected for these posts which otherwise require neutrality. There have been numerous instances when Speakers have played open biased roles in disqualification of members from opposition apart from conducting proceedings of the House according to requirement of ruling side. Evidently it is only because of the fact that Speaker belongs to the ruling side except in unusual cases of breaking alliances where again Speaker acts in interest of the side he/she belongs. Tradition of Deputy Speaker being selected from opposition has at times created legislative impasse at times.

Speaker and Deputy Speaker of Lok Sabha and State Legislative Houses should be elected by secret and compulsory vote of all members of the House on nominations signed by at least 34-percent members. Any no-confidence motion against these persons should be voted in the same manner but with compulsion to name alternate incumbent in the same motion. System will give most favoured persons of the House being seated on these posts requiring perfect neutrality rather than nominees of political bosses of ruling side which at times are not favourites of all the members of the ruling side in a faction-driven party/alliance. At the same time, Vice president of India should be elected simultaneously with President in the manner President is elected by all MPs and MLAs.
