| | PDP giving make up kits to woman panches : Omar | | | SRINAGAR, Nov 29: Chief minister Omar Abdullah today alleged that PDP leadership is luring Panchayat members through various tactics and money power. He said women Panchayat members are reportedly being presented make up kits by Yet in the same breath he said he would step down if the opposition proved the allegations that his party National Conference (NC) was using money to buy the votes of Panches and Sarpanches for the ensuing Legislative Council polls.”I swear before God that I will resign if they (opposition PDP) can even bring one Panchayat member who has been paid by NC to vote for our candidates," Omar said while addressing a meeting of panches and sarpanches in Ganderbal this morning. He said that NC believed in the power of people and did not need money to buy their support. Ridiculing PDP leadership for cultivating “such undemocratic, illegal and enticing devises” to gain support of panches and sarpanches in the forthcoming MLCs election, he stated that this would prove suicidal for the party. “They (PDP leadership) should understand that the Panchayat members are reputed social activists of high stature and honesty, and cannot be drawn in through such mundane and disgraceful methods,” he said, adding that sarpanches and panches would give them befitting lesson for considering them saleable. Omar said NC-Congress coalition represents the voice of people of Jammu and Kashmir. The Chief Minister said that coalition government created panchayats to shift the centre of power from secretariat to grass roots level and help involvement of public representatives at panchayat level to participate in policy formulation and implementation of development schemes in accordance with public requirements. He said that in a state like Jammu and Kashmir where 70 percent population resides in villages, the comprehensive development process is attainable through panchayats only. “This is our belief and we held elections to panchayats. You are to us just like children to their parents. Your nurture and growth is our desire. We know that we have rejuvenated Panchayat Raj concept after a long period of 30 years and like a child you need our hand for development,” he said and added that coalition is for empowered and fully grown Panchayat system in the state. He said various measures have already been initiated in this direction and process of making Panchayat Raj effective and fully powerful is on. Omar told the gathering that NC-Congress coalition partners have given the people best and senior most leaders to represent in the legislative council and work for welfare of the public. He said voting for NC-Congress candidates amounts to voting for strengthening Panchayati Raj and ensuring its safeguards. He asked panches and sarpanches to vote for NC-Congress candidates, and pave the way for development and growth of Panchayats in the state. “Those (PDP leadership) who are making tall promises to you for your empowerment at present have in the past tried their best to render panchayats and its members subservient to administration. They (PDP) tried to empower government to dissolve Panchayats at their sweet will,” he said and referred to the passing of Bill No. 2 by PDP lead government in Legislative Assembly and Council in 2002 to authorise government to dissolve Panchayats at any time. “This indicates their intension and concept of Panchayats,” he averred and added, “had NC not objected to this action of PDP and Governor rejected the Bill, the Panchayat Act would have been made toothless by PDP,” he maintained. “Do not go by their promises. They are dream merchants and sell dreams to people to deceive them for grabbing power,” he told panches and sarpanches, asking them to remain cautious against the machination of PDP. He said that PDP attempts to sneak into the rank of Congress-NC coalition forte and divide the workers and panchayat members and get benefit out of it. “False propaganda and divisive politics is a trait of PDP and it tries to survive on falsehood and blame game,” he added. |
