Registration of 50 sports bodies recognised by Sports Council cancelled: Govt

JAMMU, Apr 9: In a sensational disclosure, the Jammu and Kashmir government has cancelled registration of the fifty sports associations recognized by J&K State Sports Council after they failed to renew their registration, thus preventing them from receiving grant in aid from govt.
Sources in the administration told that the J&K Govt has cancelled registration of 50 sports bodies out of 53 that had not applied for renewal of registration under the Jammu and Kashmir Societies Registration Act, 1998 (1941 AD) which was later amended in 2018 by the J&K Govt. "Their validity of registration is deemed expired after they failed to renew their registration," it said.
The registrar of society J&K in its website had deleted the names of 50 sports bodies included J&K Olympic Association, J&K Cricket Association, J&K Football Association, Hockey Jammu & Kashmir, J&K Amateur Athletic Association, J&K Basket ball Association, J&K Badminton Association, J&K Handball Association, J&K Swimming Association, Volleyball Association of J&K, J&K Wrestling Association, J&K Table Tennis Association, J&K State Chess Association, Amateur Roller Skating Association of J&K, J&K Cycling Association, J&K Power lifting Association, J&K Amateur Boxing Association, J&K Veteran Athletic Association, Amateur Gymnastic Association of J&K, Archery Association of J&K, J&K Amateur Fencing Association, J&K Judo Association, J&K State Kho-Kho Association, J&K Lawn Tennis Association, J&K Cycle Polo Association, J&K Ball Badminton Association, J&K Squash Racket Association, Mountaineering Association of J&K, J&K Amateur Kabaddi Association, J&K Tenni Koit Association, J&K Water Skiing Association, J&K Kayaking & Canoeing Association, J&K Billiard and Snooker Association, J&K Indian Style Wrestling Association,
J&K Softball Association, J&K Yoga Association, J&K Taekwondo Association, Amateur Karate-Do-Association of J&K, J&K Carrom Association, Wushu Association of J&K, J&K Horse Polo Association, All J&K Amateur Body Building Association, J&K Netball Association, J&K Korfball Association, J&K Tennisball Cricket Association, J&K Thang-Ta Association, All J&K Sports Association of the Deaf, J&K Rugby Association and J&K Rifle Association because they did not file their annual returns since inception of the association. The said 50 sports bodies could not found a place in the list of 1088 registered NGOs displayed by the Registrar of Society, J&K.
Out of 53 , only three recognised sports bodies included J&K Weightlifting Association, Winter Games Association of J&K and J&K Baseball Association recognised by J&K State Sports Council find place in the list of registered sports association.
Sources in the administration further revealed that many of these sports bodies were either defunct or did not want the registration in any case that is why they have not renewed their registration. In many case, the office bearers registered with registrar of society either left the respective sports bodies or died.
With this sensational revelations, the Govt's decision brings down the number of not-for-profit sports bodies permitted to receive funding from Sports Council under the Registrar Society Act 2018.
The Jammu and Kashmir Societies Registration Act, 1998 (1941 AD) which was amended in 2018 by the J&K Govt by the same name made mandatory annual registration in 1998 for all NGOs included Sports bodies , Sources said .
The govt official said that it had closed the door for renewal of registration of all 50 defunct sports bodies due to "non-submission of annual registration fee, documents or deficient documents or other statutory shortcoming within the stipulated time. They have to file fresh registration as per act.
The act clearly reads as that all the NGOs included Sports bodies must be registered under the J&K society Act. They shall have to pay fee of Rs 50 annually for renewal their Registration, besides annual list of managing body to be filed once in every year. According to the rules of the society, the list of members of sports bodies be submitted with the Registrar every years after proper verification from the CID wing and SSP of concerned distt.
When tried to contact on phone to Secretary, Youth Services and Sports, Govt of J&K, Sarmad Harif , he did not respond despite repeated attempts to contact hi,m.
Meanwhile, Chief Accounts officer, J&K State Sports Council told “The Kashmir Times”, that matter had brought in the notice of the Sports Council , we have directed all sports bodies to submitted their certificate of registration as per Society act . We have asked them that they (Sports bodies) will not receive any financial assistance from Sports Council from April 2019 onwards unless they do not furnished their certificate of registration and list of members duly verified from the CID wing and SSP of concerned distt, he told .
“No govt employee shall be allowed to continue in sports bodies unless they furnished “No Objection certificate” duly issued by the General Administration Deptt, Govt of J&K only as per SRO-164”. The NoC issued by Administrative Secretaries other than GAD be treated as invalid document”.
