Use of Airport Express metro-service in Delhi for all those travelling by govt.-cars for airports be made compulsory

Roads leading to Indira Gandhi International Airport in Delhi including mainly Sardar Patel Marg have reached a saturation point because of heavy rush of cars going to airport with fuel burnt in cars stuck in usual traffic-jams. This rush multiplies also because of cars leading through industrial and commercial hub of Gurugram.
System should be formulated whereby all those travelling by cars of government (centre and states) or Public-Sector-Undertakings may compulsorily travel by fast and convenient Airport-Express metro-service from Shivaji Stadium metro-station. Battery-cars like inside airports can be made available at T-3 terminal to travel upto T-2 and T-1 terminals exclusively for those travelling in government-cars in case flights are at T-1 or T-2 terminals of the airport. One (last) coach in every metro-train of Airport express can be reserved for those entitled to use government -cars. At least such a system should be there in peak-hours when Airport-Express metro-service is available, also to save precious man-hours of all those travelling by government-cars to airport. However Airport-Express metro-service should be extended to run 24-hours a day though with less frequency of say half-an-hour during late night and early morning hours, because of flights operating in night also.
