Dear Editor,
While there are usual allegations that public-authorities avoid providing information under RTI Act, yet a government-school in Delhi out of fear spent too much man-hours in furnishing too detailed information (more than 25 years old) encroaching upon privacy of the students since detailed break up of marks of individual students was provided which should not have been disclosed to the applicant, who was a complete outsider in so far as the results are concerned. Evidently information-providing school could be dragged for legal action by those having affected by encroachment on their privacy.
Such cases of aimless over-activism do harm cause of transparency, and make highly placed authorities to comment adversely on RTI Act. It is time that proper training may be provided at all public-authorities so that RTI Act may not be misused, and genuine information-seekers may get information without needing to approach Information Commissions or even filing First Appeals.
